CALENDAR OF ACTIVITIES FOR 2013-14

1.Chalk out the Project for the year as per the NALSA Plan of Action. The preliminary discussions may be had and the scheme of activity and the area of implementation selected. The targets may be set. The details of implementation may be worked out setting the milestones.

The detailed Project Plan be sent to the NALSA by 30.4.2013

2. All SLSAs to chalk out a calendar for the training and sensitization of the empanelled lawyers, starting with an Orientation Programme.

The detailed calendar for the Training Programme be sent to the NALSA by 30.4.13.

3. All legal services institutions to send data through NALSA’s web-basedmonitoring system after every programme and invariably at the end ofthe month.

4. Organise Mobile LokAdalat at a pre-determined place using the MobileVan provided by NALSA. One day camp for creating legal awarenessalso be organised along with it.

1. Observance of ‘International Labour Day’ on 1st May, 2013 throughout the State. Suitableprogrammes like legal literacy classes for labourers, LokAdalats forsettlement of disputes pertaining to workers/MGNREGA, sensitisationworkshop etc. to be organised.

2. The DLSAs to organize LokAdalats/Legal Literacy Camps for labourersand for labour disputes on every Saturday/Sunday/holiday and social audit.

3. The SLSAs to commence their Project for the Year. Monthly reports to be submitted.

4. The SLSAs/DLSAs to ensure that the Meeting of the Monitoring Committees set up under the NALSA (Free and Competent Legal Services) Regulations 2010 take place.

5. Organize Orientation Programme for the empanelled lawyers.

6. Take steps for prevention of child labour and organise programmes forcreating awareness against child labour.

7. Setting up of a Committee consisting of lawyers, law-students, PLVs andsocial workers to collect the details of unorganised workers and migrant labour who arebeneficiaries of government schemes.

8. Training of lawyers selected for legal services to children, in associationwith the Judicial Academy.

9. Organize live question and answer programmes and other relatedprogrammes on TV/Radio.

11. Organise awareness camps relating to Pre-Natal Sex Selection and Pre-Natal Diagnostic Technique (PNDT) Act.

12. Observance of ‘Anti-Tobacco Day’ on 31^st  May, 2013.

13. Organise Mobile LokAdalat at a pre-determined place using the Mobile Van provided by NALSA.  One day camp for creating legal awareness also be organised along with it.

1. The SLSAs/DLSAs to commence the Training Programme for the panel lawyers.

2. Observance of the ‘World Environment Day’ on 5th June, 2013. Students of the legal aid clubs in schools and colleges to be engaged, jointly or otherwise, in identifying a local environment issue which they can tackle as one of their for the year.

The NALSA be informed of the issue(s) so identified.Quarterly reports to be submitted.

3. Observance of ‘World Day against Child Labour’ on 12th June, 2013.Special programmes are to be organized in all districts on child labour.Efforts shall be made to identify organised child labour with the help ofNGOs, Police, District Administration and Labour Department.

4. Organise workshops for existing PLVs as per the NALSA Scheme for PLVs.

5. LokAdalat in Jails for settlement of compoundable criminal cases. Forthis purpose, identify cases, relating to under-trial prisoners, which arecompoundable in nature in co-ordination with the members of the student PLVs and college legal aid clinics and interns.

6. Organise awareness camps relating to availability of health care service including mental health.

8. Organising Mobile LokAdalat at a pre-determined place using the MobileVan provided by NALSA. One day camp for creating legal awareness be also organised along with it.

9. Meeting of the Monitoring Committees set up under the NALSA (Free andCompetent Legal Services) Regulations 2010 if due to vacations not organised in May.

10. Information regarding project of the year.

1. To conduct legal literacy classes in the high schools for 9th standard students. Classes are to be completed by the Social Science Teachers in4 suitable sessions. Reports to be obtained from the Principals.

2. To conduct legal literacy classes in high schools and colleges on anti-ragginglaws. Lawyers selected from local Bar Associations and policeofficers can be the resource persons.

3. Select resource persons from lawyers with pedagogic skills from the localbar to act as resource person in legal literacy classes in colleges and schools.Orientation programmes for such lawyers shall be conducted.

4. Setting up of student legal literacy clubs in all High Schools and supportingthe clubs with resource materials, encouraging the students to take upinstances of injustice and illegal activities with the local legal servicesinstitutions.

5. The SLSAs/DLSAs to organize legal literacy classes in jails on prisoners’ rights and civil laws. PleaBargaining should be included as one of the subjects of legal literacy.

6. DLSAs to send their Budget for the year 2014-15 to the State LegalServices Authorities by 15th July, 2013 (Date not alterable).

7. Organise awareness camps in relation to the rights of the physically and mentally challenged people in coordination with the Disability Commissioner and Mental health activists.

8. Select new panel of PLVs and have the Orientation programme and set calendar for Induction Training.

9. Setting up of legal aid clinics of a permanent nature at Village level withPLVs in such clinics and monitoring thereof.

10. Organise live question and answer programmes and other relatedprogrammes on TV/Radio.

2. Conduct Refresher training programmes for already empanelled para legal volunteers at district/taluklevel in all districts.

3. Organise meetings of NSS programme officers, NSS Programme Coordinatorand Principals of colleges at district level for planning the legalliteracy classes in colleges.

6. Organise awareness camps relating to rights ofworking women in the organized and unorganized sectors

7. Setting up of legal aid clinics of a permanent nature at Village level withPLVs in such clinics and monitoring thereof.

8. Conduct Quiz / Essay Competitions for school legal literacy clubs at districtlevel and distribute prizes to the winners.

1. To conduct legal literacy classes in colleges for with the help of NSS programme officers.

2. To conduct programmes for Scheduled Castes, Scheduled Tribes andforest dwellers explaining to them their rights and organising camps for redressal of grievances with government agencies.

3. Review of the activities of the school and college clubs inenvironment impact assessment and followup .

4. The SLSAs/DLSAs to organize legal literacy classes in jailsabout the availability of free legal services in the Supreme Court of India. PleaBargaining should be included as one of the subjects of legal literacy.

5. Organise awareness camps in all districts to inform people about the ADR methods and the benefits flowing from dispute resolution at pre-litigative stage also.

6. Organise awareness camps relating to availability of health care service including for HIV.

7. Setting up of legal aid clinics of a permanent nature at taluk Village Level withPLVs in such clinics and monitoring thereof

8. State Legal Services Authorities shall submit audited accounts andutilization certificates in respect of the grants given by NALSA to the SLSAsand NGOs. In the case of the accounts and utilization certificates ofNGOs the Member-Secretary of the SLSAs shall certify the genuineness ofthe accounts furnished by the NGOs.

1. Observance of Senior Citizen’s Day on 1st October, 2013. Organise legalawareness classes for senior citizens informing them about their rights andwelfare measures with the assistance of the Social Welfare Department.

2. Seminar on Mediation and Conciliation on the occasion of Gandhi Jayanti on 2nd October, 2013.

3. Observance of World Mental Health Day on 10th October, 2013. Suitableprogrammes may be organized for protection of rights of mentallychallenged persons (not related to mentally retarded persons). Awarenessprogrammes on the Mental Health Act and NALSA Scheme for LegalServices to the Mentally Ill and Persons with Mental Disabilities.

4. Publicity for the rights of mentally challenged people and their entitlementto free legal services through awareness.

5. Community advocacy programmes in all districts for the relatives of mentallyill and mentally retarded people with the assistance of psychiatrists andlawyers.

6. NALSA sends its budget proposals to the Govt. of India by 10th October, 2013.

7. Organise awareness camps in relation to Right to Education Act and economically backward quota in public schools.

8. Visit to the Children’s Homes for interacting with the children and to studytheir problems.

9. Organise awareness camps on the rights of women and on Protection of Women from Domestic Violence (PWDV) Act, inassociation with the State Women’s Commission and Protection Officers.

10. Setting up of legal aid clinics of a permanent nature at Village level with PLVsin such clinics and monitoring thereof.

1. Observance of ‘National Legal Services Day’ on 9th November, 2013.Suitable programmes to be organized at State, High Court, District andTaluk levels.

2. Observance of ‘Children’s Day’ on 14th November, 2013. Suitableprogrammes to be organized, involving children belonging to marginalizedsections of the society.

3. Observance of Law Day on 26th November, 2013. Seminars and Colloquia shall be organized at State, High Court, District and Taluk levels.

4. To organize programmes on juvenile justice and child rights throughout themonth including special drives against child labour and prevention of trafficking.

5. The SLSAs/DLSAs to organize legal literacy classes in children’s homes and observation homes with the help of legal literacy clubs of the schools and colleges.

6. Organise LokAdalats on the petitions received by the State Women’sCommission. DLSA shall co-ordinate with the State Women’s Commissionfor collecting such petitions and referring them to the LokAdalat.

7. Setting up of legal aid clinics of a permanent nature at Village level with PLVsin such clinics and monitoring thereof.

8. Organise programmes on TV/Radio.

1. Observance of ‘World HIV/AIDS Day’ on 1st December, 2013.

2. Observance of ‘Disability Day’ on 3^rd December, 2013.

3. Observance of ‘Human Rights Day’ on 10^th December, 2013.

4. To organize month-long awareness programmes on (i) the legal rights ofpersons affected with HIV/AIDS, (ii) legal literacy classes on Human Rightsand (iii) awareness classes on the rights of disabled persons includingthose of mentally retarded, spastic, autistic and persons with the cerebralpalsy, awareness programmes on National Trust Act, and NALSA’sScheme for Legal Services to the Mentally Ill and Persons with MentalDisabilities.

5. Organise awareness camps amongst the disabled persons and care-givers in relation to the rights of the physically and mentally challenged people in coordination with the Disability Commissioner and Mental health activists..

6. To conduct training programmes for Members of JJB, and CWCs with thehelp of Judicial Academy.

7. Organise awareness camps in relation to women and children in need ofcare and protection. Take measures for providing shelter and winterprotection to street children with the help of NGOs and Social WelfareDepartment.

2. The SLSAs/DLSAs to organize legal literacy classes in jails. PleaBargaining should be included as one of the subjects of legal literacy.

3.  Review of the activities of the school and college clubs in environment impact assessment and follow up.

4. Organise awareness camps in schools and colleges on ensuringcommitment to Part IVA of the Constitution as well as the concept of Equality and Art.14, 15 & 16.

5. Setting up of legal aid clinics of a permanent nature at Village level withPLVs in such clinics and monitoring thereof.
