REPORT ON PLVs TRAINING

The Mizoram State Legal Services Authority organized Residential Training of Para Legal Volunteers within Aizawl Judicial District i.e, Aizawl District , Kolasib District, Mamit District, Serchhip District and Champhai District from 23rd April – 26th April, 2019 at Youth Hostel, Luangmual, Aizawl. 

            Day-I : Registration of the participants starts from the evening of 23rd April, 2019 in which 108 Para Legal Volunteers from different Districts registered to attend the training.  

             Day-II: The training started with inauguration session in which Mr. Vanlalenmawia, Member Secretary, Mizoram State Legal Services Authority delivered a keynote address and Dr. Rualkhuma Colney, Principal, Govt. Mizoram Law College delivered a motivational speech. 

             Mr. Lalduhsanga, MJS, Secretary, Siaha DLSA gave lecture on ZLegal Services Authorities Act and Role of Para Legal Volunteers followed by interaction with the trainees followed by lecture on  Child Rights [NALSA (Child Friendly Legal Services to Children and their Protection Scheme,2015). 

             Ms. Lalfamkimi, Advocate gave lecture on Law Relating to Family Case followed by interaction with trainees. 

             After lunch break, Dr. Robert L. Khawlhring gave lecture on NALSA (Legal Services to the Mentally Ill and Mentally Disabled Person) Scheme, 2015 followed by interaction with trainees. 

             Ms. Sylvie Z. Ralte, MJS, Secretary, Aizawl DLSA gave lecture on Protection of Women from Domestic Violence Act, 2005 followed by discussion. 

             Day-III: The session of training started with a lecture on Senior Citizens Act, 2007 [NALSA (Legal Services to Senior Citizens) Scheme, 2016] by Mr. T. Lalnunsiama, Asst. Professor, Govt. Mizoram Law College. 

             The session was followed by FIR & Police Investigation by Mr. Zonunthara, DSP (Pros), Police Department which was followed by interaction with the trainees. 

After tea-break, the training session continued with Labour Laws [NALSA (Legal Services to the Workers in the Unorganised Sector)] by Mrs. Lalrinpuii, MJS, Secretary, Kolasib DLSA followed by interaction with trainees. 

             Mr. Laldinpuia Tlau, MJS, Jt. Registrar, Gauhati High Court, Aizawl Bench gave lecture on Basic Structure of Constitution followed by interaction. 

             After Lunch-Break, Mr. R. Vanlalena, MJS, Addl. District & Session Judge, Champhai District gave lecture on the Basic of Criminal Laws(Nature of Criminal Case & Jurisdiction of Criminal Courts) which was followed by interaction with trainees. 

             Mr. Peter Zohmingthanga, Asst. Commissioner, Excise & Narcotic Deptt. Gave lecture on ND&PS Act [NALSA (Legal Services to the Victims of Drugs Abuse and Eradication of Drug Menace) Scheme, 2015] followed by interaction. 

             Day IV – Day IV of the training started with a lecture on Cyber Crime by Ms. Lalfamkimi, Advocate which was followed by interaction with the trainees. 

             The training session was followed by a lecture on Urban Poverty Alleviation Scheme under NULM [NALSA (Effective Implementation of Poverty Alleviation) Scheme, 2015] by Ms. Malsawmdawngliani, State Mission Manager, NULM. The Session was followed by interaction with the trainees. 

              After Tea Break, Mr. KV Tlangmawia, Conciliator, Lok Adalat gave lecture on Lok Adalat which was followed by interaction with the trainees. 

             Dr. HTC Lalrinchhana, MJS, Addl. District & Session Judge, Aizawl gave lecture on Powers & Functions of Village Courts and Local Councils. 

              After Lunch Break, Ms. Mimi H. Rosiamliani, Project Coordinator, Mizoram State Legal Services Authority took the session with Preparation of Report, Maintenance of Registrar & Interaction etc.  

             Training of Para Legal Volunteers wind up by distribution of Participation Certificate and vote of thanks delivered by Ms. Sylvie Z. Ralte, Secretary, Aizawl DLSA.
