THE MIZORAM STATE LEGAL SERVICES AUTHORITY (MSLSA)

PLAN OF ACTION 2014 -15

 

            “Access To Justice For All” is the vision and objective of the MSLSA. To achieve its objective, the MSLSA took up focussed activities such as ‘Regular Visit of Jail & Homes’, ‘Legal Literacy Campaign’, ‘Observation of National & International Days’, ‘Organising Lok Adalats’, ‘Establishment of Legal Aid Clinics’, ‘Organising Orientation, Workshop, Training & Meetings’, ‘Optimum Utilisation of Print & Audio-Visual Means’ and ‘Strengthening of State & District Authorities’ during the current year 2013-14, with remarkable achievements.

 

            A review of the activities of PLVs and achievements of Legal Aid Clinics (LAC) resulted in closing of some non performing LACs and establishment of new LACs and engagement of new PLVs. Nurturing of the established LACs and proper guidance for the new PLVs is required. Holding of National Lok Adalat on 23rd November 2013 in all the DLSAs & in the MSLSA yielded positive response. It gave impetus to some of the DLSAs who decided to continue with the ADR Mechanism regularly. It is thus necessary to ensure continuity and proper functioning of the established Lok Adalats. Production of a documentary film with stress on ‘Importance of Witness’, ‘Money Laundering’, and ‘Rape’ was well received by the general public. Production of at least another documentary film to highlight the role of PLVs and function of LACs is on the anvil. Another ADR Mechanism ‘Mediation’ was introduced to this part of the country with the conduct of an Awareness Programme specially for Judicial Officers and Lawyers. This initiative requires follow up action perhaps in the form of holding training of Mediators. Moreover, the most important function of the Authority which is providing Free Legal Aid & Advice will be continued.

 

            In addition to the above stated requirements, it is intended to adopt National Legal Services Authority (Legal Services to the Mentally ill Persons and Persons with Mental Disabilities) Scheme, 2010 for focussed implementation during the year 2014-15.

 

            In view of the above, details of the State Action Plan for the Year 2014-15 of the MSLSA is as follows:

 

1.         Providing Free Legal Aid & Advice in terms of the National Legal Services Authority (Free and Competent Legal Services) Regulation, 2010

2.         Consolidation of the Legal Aid Clinics already established and to continue with new establishments at appropriate places as per the National Legal Services Authority (Legal Aid Clinics) Regulations, 2011

3.         Nurturing and developing the potentials of the existing PLVs by imparting trainings periodically and to engage more PLVs as envisaged in the Scheme for Para-Legal Volunteers (Revised) Scheme

4.         Continuation of organising Lok Adalats in all the DLSAs and in the MSLSA as stipulated in the National Legal Services Authority (Lok Adalat) Regulations, 2009

5.         Conduct of Legal Awareness Campaigns in Rural and Urban Areas not covered during the current year

6.         Imparting training on Mediation to interested Judicial Officers and Lawyers so as to have a trained Mediator

7.         Focus on Legal Literacy of School Students by organising Literacy Campaigns, distribution of ‘Lessons in Law’, and conducting quiz competitions, etc

8.         Adoption of National Legal Services Authority (Legal Services to the Mentally ill Persons and Persons with Mental Disabilities) Scheme, 2010

 

            So as to effectively implement the State Plan of Action 2014-15, the following guidelines in the form of MONTHLY CALENDAR OF ACTIVITIES is prepared:
